PART-TIME LABORER

The Borough of Berwick is currently accepting applications for the position of part-time Laborer. This is a seasonal position-30 hours per week for 25 -30 weeks per year. Duties will include mowing, patching and various other duties. Must be able to operate various types of equipment such as hand/power tools, lawn mowers and dump trucks. Applicant must have a valid Pennsylvania drivers license. Pay rate is $14.58 per hr. Applications can be obtained at City Hall, 1800 North Market Street, Monday through Friday from 8:00 a.m. to 5:00 p.m. Applications must be received at Berwick City Hall by 4:00 p.m. Wednesday, September 22, 2010. This application period is in anticipation of a future opening in the Public Works Department.  It may be several months before a hiring decision is made.

Employees are generally laid off during winter months.  However, during times of snowfall, part-time employees will be called out for snow removal purposes, including snow plowing.


PUBLIC WORKS NON-MANAGEMENT
JOB DESCRIPTIONS

Definition

Under general supervision of the Public Works Superintendent, performs a variety of semiskilled work in the construction, modification, maintenance, repair and operation of Borough infrastructure, including streets, parks and landscaped areas, trees, and storm drains; and performs other related duties as required.

Class Characteristics

Public Works General Laborer is the entry-level into this maintenance class series.  Initially under close supervision, incumbents with basic maintenance experience learn Borough facilities, use of tools and equipment and a wide variety of practices and procedures.  As experience is gained, assignments become more varied and are performed with greater independence.  This class is alternately-staffed with Public Works Skilled Laborer and incumbents may advance to the higher level after gaining the knowledge, skill and experience which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.  This class may also be used for temporary or part-time staffing as determined by the needs of the Borough.  Laborers must be able to operate equipment such as mowers, weed trimmers, dump trucks, wood chippers, wood hogs, hot patch machines, and other essential equipment to be able to properly complete the duties of the job assignment.

Public Works Skilled Laborer is the experienced-level class, capable of performing a wide variety of work to ensure that the public facilities and infrastructure of the Borough are maintained in a safe and effective working condition.  Responsibilities include performing work in all operational and maintenance areas, depending upon the immediate needs of the Borough.  While incumbents may possess craft-level skills in one or more areas of activity, all are expected to be able to perform basic maintenance and repair in all areas of assignment.  This class is distinguished from Public Works Superintendent or Public Works Foreman in that the latter has management, budgetary and departmental administrative support responsibilities in addition to assigning, supervising, reviewing and evaluating the work of Public Works Laborers.  This position is also distinguished from Equipment Operator in that the latter has skills which include operating certain pieces of Borough equipment in an adequate and efficient manner.

Public Works Equipment Operator Level I is a Skilled Laborer position that must be able to do all work of a Skilled Laborer in addition to being able to operate 3 of the 4 major pieces of equipment, which include the Street Sweeper, Loader, Backhoe, and Vac-All.  Must be able to operate all other equipment, including Riding Mower, Air Compressor, Truck & Snow Plow, and Painting Machine.

Public Works Equipment Operator Level II is the highest non-management level position within the Public Works Department.  This Skilled Laborer must be able to operate 4 pieces of equipment, including the Street Sweeper, Loader, Backhoe, and Vac-All.  Must be able to operate all other equipment, including Riding Mower, Air Compressor, Truck & Snow Plow, and Painting Machine.

Examples of Duties  (Illustrative Only)

When performing the street maintenance assignment:

•    Excavates and prepares potholes and excavations related to storm water line repair for patching on streets and alleys.
•    Loads cold and hot mix, asphalt and patching oil; applies and finishes as required; uses Dura-Patch machine effectively.
•    Uses an airless paint sprayer, mixes, thins and applies paint and stripes streets, crosswalks and stop sign bars; replaces reflective pavement markers and street signs.
•    Removes concrete, builds forms and repairs sidewalks and gutters that have been damaged and are trip hazards or need repair after storm water line work; performs other concrete work around Borough buildings as required.
•    Cleans storm drains, sidewalks, and other appurtenances using a variety of hand and power tools and equipment.
•    Maintains and repairs storm water collection systems.
•    Operates a street sweeper on a regularly assigned schedule.
•    Determines the location of underground lines and marks them accordingly.  Follows appropriate procedures in contacting One Call for associated work.
•    Performs all other duties as assigned.

When performing the parks maintenance/landscaping/tree assignment:

•    Plants, waters, fertilizes and removes annual and perennial plantings and maintains landscaped areas in an attractive condition.
•    Mows and rakes grass areas; edges grass areas and removes weeds from landscaped and grass areas.
•    Prunes hedges, shrubs and trees in parks and street areas.
•    Maintains playground equipment in a safe operating condition.
•    If appropriately certified, applies herbicides and pesticides as required.
•    Empties trash containers and removes trash from parks, landscaped areas and other Borough properties.
•    Plants, trims, waters, stakes and maintains Borough trees; removes dead or unwanted trees.
•    Operates pull-along wood chipper to dispose of tree limbs
•    Operates stand-alone brush hog to dispose of tree limbs
•    Performs all other duties as assigned.

When performing the building maintenance assignment:

•    Maintains public facilities, shop areas and other buildings in a clean and orderly condition, performing regularly assigned custodial work.
•    Performs basic remodeling to Borough facilities; paints the inside and outside of all Borough buildings; removes graffiti and repairs vandalism.
•    Repairs and replaces plumbing fixtures, as required.
•    Inspects and performs routine maintenance on HVAQ equipment.
•    Repairs, replaces and maintains interior and exterior lighting systems



When performing all assignments:

•    Troubleshoots maintenance and repair problems, determines materials and equipment required for repair; may purchase materials and supplies from established suppliers.
•    Directs the work of an assigned crew on a project basis; assists with the training and direction of new or temporary staff.
•    Contacts residents and businesses to inform them of work to be performed.
•    Operates a variety of vehicles and construction equipment.
•    Inspects and performs service, minor maintenance and repair on a variety of hand and power tools, vehicles and equipment.
•    Maintains logs and records of work performed and materials and equipment used.
•    Reports the need for major contract repair or maintenance of facilities and equipment.

Qualifications

Knowledge of:

•    Maintenance principles, practices, tools and materials for maintaining and repairing a variety of facilities, buildings, grounds and equipment such as found in the Borough.
•    The operation and minor maintenance of a variety of hand and power tools, vehicles and power equipment.
•    Safety equipment and practices related to the work, including the handling of hazardous chemicals.
•    Applicable codes and regulations.
•    Shop arithmetic
•    Safe driving rules and practices.
•    Basic traffic control procedures.
   
Skill in:

•    Performing semiskilled construction, modification, maintenance and repair work on a variety of facilities, buildings, grounds and equipment such as found in the Borough.
•    Troubleshooting maintenance problems and determining materials and supplies required for repair.
•    Using and maintaining tools and equipment related to the work skillfully and safely.
•    Making accurate arithmetic calculations.
•    Reading and interpreting construction drawings and specifications.
•    Maintaining accurate logs, records and basic written records of work performed.
•    Understanding and following oral and written directions.
•    Working independently or in a team situation.
•    Establishing and maintaining effective working relationships with those contacted in the course of the work.

Education and Experience:

Education:

High School Diploma or GED required.

Experience:

Public Works General Laborer – Six months of construction, maintenance or repair experience in at least one of the areas found in Borough work.  Must also be able to plow snow and drive dump trucks. 

Public Works Skilled Laborer – In addition to the above, two years of semi-skilled laborer experience in a variety of craft areas at a level equivalent to the Borough’s class of Public Works General Laborer.  Also may acquire this status through promotion recommendation by Superintendent of Public Works.

Equipment Operator Level II – In addition to the above, two years of equipment operating experience and demonstrated ability and knowledge of operating 3 of the 4 major pieces of equipment, which include the Street Sweeper, Loader, Backhoe, and Vac-Al.

Equipment Operator Level I – In addition to the above, two years of equipment operating experience and demonstrated ability and knowledge of operating the 4 major pieces of equipment, which include the Street Sweeper, Loader, Backhoe, and Vac-Al.

License:

All full-time employees must possess a valid Pennsylvania class C driver’s license and have a satisfactory driving record.  All full-time employees must also possess a valid Pennsylvania CDL driver’s license within 6 months of employment.  This license must cover air brakes and tankers.  Must obtain all proper certifications and licenses as needed with position and duties acquired.

Working Conditions:

Must be available for regular standby assignments and work emergency overtime as required. Must be willing to work out of doors in all weather conditions and with exposure to traffic and potentially hazardous conditions.  Must also be able to endure loud noise for long periods of time.

Physical Demands:

Must possess strength, stamina and mobility to perform heavy physical work, use varied hand and power tools, drive a motor vehicle and heavy construction equipment and lift and move materials and equipment weighing up to 75 pounds and heavier weights with the use of proper equipment; visions to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.





Animal Control Officer Hiring:

The Borough of Berwick is accepting applications for the position of Animal Control Officer.  This is a part-time position with an annual salary of $3,000 - $5,500.  The ACO is responsible for enforcing state and federal laws, borough ordinances and regulations relating to animal control within the Borough of Berwick.  Work is accomplished by detecting, preventing, and investigating violations related to animal control.  The successful applicant must have knowledge regarding capturing domestic and wild animals, animal control laws, and must have the ability to transport captured animals.  Official job descriptions can be found at www.berwickborough.org or Berwick City Hall, 1800 North Market Street, Berwick, PA 18603.  Applications must be submitted to Attn:  Shane Pepe no later than Friday, September 24, 2010 by 5:00 PM.


Job Description for Animal Control Officer (ACO) for the Borough of Berwick


Description:

Under general supervision, performs work of routine difficulty enforcing animal control ordinances and regulations; and performs related work as assigned.

Distinguishing Characteristics:

The ACO is responsible for enforcing state and federal laws, borough ordinances and regulations relating to animal control within the Borough of Berwick.  Work is accomplished by detecting, preventing, and investigating violations related to animal control.

 
Example of Essential Functions:

Essential functions may include, but are not limited to, the following:

1.   Enforce and apply ordinances and regulations of the Borough of Berwick pertaining to animal control.

2.   Patrol assigned areas within the Borough of Berwick to detect and prevent violations of animal control ordinances and regulations;     responds to incidents including stray animals, animal bites, noise complaints, and animal cruelty. 

3.   Pursue, apprehend, impound, and transport domestic, farm, and exotic animals that are stray, injured, or diseased;  uses catchpoles and traps   to capture and impound animals;  may use tranquilizer guns to subdue vicious and fractious animals;  place animals in animal service vehicle;  transport captured animals to animal shelter or an animal hospital.

4.   Investigate incidents involving animal cruelty, animal bites, and animal nuisances reported by members of the public;  interview complainants, victims, and witnesses in order to collect information on possible violations of animal control laws, ordinances, and regulations;  identify, collect, and preserve evidence pertaining to investigations of animal cruelty;  identify the owners of animals that are the subject of an investigation.  

5.   Give verbal warnings, written warnings, and citations to animal owners and animal handlers who have violated ordinances and regulations related to animal control.

6.   Prepare incident reports and arrest affidavits;  completes all forms pertaining to animal control activities;  and maintains records and logs such as the number of calls for service and the number of euthanasia procedures performed.

7.   Provide information to members of the public and representatives from outside agencies on animal control ordinances and regulations and animal care methods and techniques;  makes presentations to civic groups, homeowners associations, neighborhood watch groups, students, and other groups of persons on animal care and animal control ordinances and regulations.

8.   Establish quarantines in designated locations based on information

collected on reported incidents involving animals with rabies, the condition of animals, and whether infected and exposed animals have received previous vaccinations for rabies.

9.    Perform first aid on injured animals by applying splints, tourniquets,

       blankets, muzzles, and other related medical supplies and equipment.

10.  Perform euthanasia on injured, sick, or dangerous animals by means of lethal injection;  calculates dosage requirements for euthanasia procedures according to the weight of the animal.

11.  Prepare rabies specimens for laboratory tests by decapitating and

       placing specimens in biohazard containers.

12.  Testify in court and at hearings on the enforcement of animal control

       citations and other matters relating to animal control.

13.  Perform kennel duties as required by handling, feeding, cleaning, and

       providing care to animals;  maintains the sanitary conditions of kennels.

14.  Perform clerical duties as required by answering phones and assisting

       members of the public.

15.  Perform minor maintenance on catch poles, traps, cages, and kennels.

16.  May contact Berwick Borough Police Officers to provide support in

       animal control investigations.  

17.  May assist Berwick Borough Police Officers and investigators by

       handling animals that are present at crime scenes.  

18.  Perform related duties as required.


Knowledge, Skills, and Abilities:

Thorough knowledge of: ordinances and regulations of the   Borough of Berwick pertaining to animal control;  Pennsylvania Statutes pertaining to animal control and animal cruelty;  criminal and civil matters pertaining to animal control;  Federal laws and regulations pertaining to endangered animals;  geography of the Borough of Berwick and locations of various sites within the Borough;  health and hygiene of animals;  characteristics, habits, and behaviors of various breeds of cats and dogs;  practices and procedures pertaining to the safe handling and proper care of animals;  methods and techniques used to capture and impound animals in a safe and humane manner;  methods and techniques used to administer first aid to animals and to perform euthanasia procedures on animals;  investigative techniques;  methods and techniques for collecting and preserving evidence.

Ability to:  capture, impound, move, feed, and handle animals without causing harm or injury to the animal;  identify breeds and characteristics of animals;  perform first aid on injured animals;  follow appropriate euthanasia procedures;  clean and maintain kennels using the appropriate cleaning supplies, equipment, an chemicals;  detect symptoms of animal diseases;  follow safety procedures in controlling and handling animals;  maintain accurate records and logs;  communicate effectively verbally and in writing;  work independently and use proper judgment in carrying out the duties of an ACO;  establish and maintain effective working relationships with those contacted in the course of work;  remain calm during stressful and highly charged emotional situations involving animals, animal owners, victims, and witnesses;  deal effectively with persons who are hostile or angry.

Skill in:  operating catch poles, traps, needles, syringes, computers, and modern office equipment.

Willingness to:  comply with Borough rules, regulations, policies, and procedures;  handle domestic, farm, and exotic animals that are stray, injured, and diseased;  perform euthanasia procedures on injured, sick, and dangerous animals by means of lethal injection;  and work varying shifts.

Minimum Qualifications:

Education, Training, and Work Experience:  Graduated from high school, or the equivalent, and one year experience providing care for animals within an animal shelter, veterinary office, animal hospital, or other closely related agency or organization.  Previous work experience must have included contact with the public.

Special Requirements, Licenses, and Certificates:  Must possess valid Pennsylvania Driver’s License at time of appointment and maintain a satisfactory driving record.  Incumbents must pass a Level I Academy of National Animal Control Association within the time frame as required by the Borough of Berwick.  Incumbents must obtain certification by the Pennsylvania Veterinarian Board as a Euthanasia Technician within one year of the date of employment as a condition of continued employment.  Incumbents must become registered by the Drug Enforcement Agency to handle controlled substances with one year of the date of employment as a condition of employment.  All required licenses, certificates, and registrations, as mandated by State and Federal laws, or as required herein, must be obtained and maintained at the incumbents expense.

Physical Requirements:  Vision sufficient to read rules, regulations, laws, operating procedures, and other work related documents, observe domestic, farm, and exotic animals in the field and qualify with the use of a tranquilizer gun;  hearing sufficient to hear conversations and directions in person and over the phone during normal and adverse situations;  speech sufficient to make oneself understood in person and over the phone when communicating with those contacted in the course of work;  dexterity sufficient to drive a vehicle, capture, impound, move, and control domestic, farm, and exotic animals, handle first aid and euthanasia equipment, handle cleaning equipment, and use modern office equipment;  mobility sufficient to bend, stoop, climb, and run as necessary in the performance of duties, and to move around in the field;  strength sufficient to capture and impound animals, lift and handle animals of different sizes, and perform cleaning functions;  and endurance sufficient to maintain efficiency on the job.
