Regular Meeting of Borough Council, Borough of Berwick, Pennsylvania was held Monday, February 15, 2010 at 7:00 P.M. with President of Council Pinterich presiding and Council members Alley, Meighan, Metz, Mike, Oliver, and Talanca present. Also present were Mayor Jim Timbrell, Borough Manager Shane Pepe, Police Chief Frank Brennan, Assistant Borough Manager Lauren Martz, Codes Officer Greg Harkins, Fire Chief Bill Coolbaugh, Solicitor Frank Kepner Jr, and Ben Timberlake, Press Enterprise.
There was a prayer by the Mayor and the Pledge of Allegiance.

APPROVAL OF AGENDA:

Motion by Councilwoman Alley seconded by Councilman Meighan carried unanimously to approve the Council agenda.
Citizens in attendance: Karl Gause- snow removal Sterling Avenue, Lisa Franczak, Katie Feeley-US Census Bureau hiring, Vinnie Hippensteel - snow removal Steel Street, Joanne Huntington- sidewalk snow removal Iron Street and alley behind Auto Zone, Bill Lowthert-CDBG projects, Tami Eddinger, Diane Bitler, Wayne Risch, Chris Romig, Patricia Vaugh-snow removal Freas Avenue, Matt King- parking ticket, police attitude, and Landlord Ordinance.

Motion by Councilman Meighan seconded by Councilman Talanca carried unanimously that the Regular Council Minutes of January 18, 2010 be approved as read.

Motion by Councilman Meighan seconded by Councilman Talanca carried unanimously that the Special Council Minutes of February 1, 2010 be approved as read.

PLANNING COMMISSION TABLED:

Motion by Councilman Metz seconded by Councilman Mike carried unanimously table the Planning Commission member appointment and to interview candidates.

2010 CDBG PROJECTS: APPROVED
|
Motion by Councilman Mike seconded by Councilman Talanca carried unanimously to approve the following projects for 2010 CDBG funding: Front and Second Street reconstruction, 16th Street reconstruction from Fowler Avenue to the Borough line, Test Track Park recreation projects, and Administration fee allotments.

2008 CDBG ALLOTMENT: APPROVED
|
Motion by Councilwoman Alley seconded by Councilman Oliver carried unanimously to transfer $30,000 from the 2008 CDBG project account to fund Codes Enforcement activities in 2010.

PURCHASE SNOW PLOW: APPROVED
|
Motion by Councilman Meighan seconded by Councilman Talanca carried unanimously to purchase a snow plao assembly from Bradco Supply Company in the amount of $5,907.25 for the 2010 Ford pick-up truck.

STREET LIGHT TEST TRACK: APPROVED
|
Motion by Councilwoman Alley seconded by Councilman Metz carried unanimously to add two street lights and electric service to the boat launch at Test Track Park.

SUSQ. VALLEY CHURCH REQ.: APPROVED
|
Motion by Councilman Talanca seconded by Councilwoman Alley carried unanimously to approve closing a block of Pine Street for a block party on June 6, 2010.

|
ALL STATE PARKING REQ.: DENIED
|
Motion by Councilwoman Alley seconded by Councilman Talanca carried unanimously to deny a request from All State Insurance to specify parking along 3rd Street for "patrons only".

| DCNR GRANT APPLICATION: APPROVED |
Motion by Councilman Meighan seconded by Councilman Mike carried unanimously to approve applying for a Department of Conservation and Natural Resources grant for the trails project from Test Track Park to the downtown, with the first phase ending at Warren Street.

RIVERLANDS RAMPAGE: APPROVED
|
Motion by Councilwoman Alley seconded by Councilman Oliver carried unanimously to approve a request from the Montour Recreation Commission to hold the Riverlands Rampage on July 31, 2010 and August 1, 2010 at Test Track Park.

ROAD RACE: APPROVED
|
Motion by Councilwoman Alley seconded by Councilman Mike carried unanimously to approve a request from Marc Nespoli's organization "For the Cause" for a road race and to obtain the necessary PennDot permits on May 22, 2010.

| PSAB VOTING DELEGATE: APPOINTED |
Motion by Councilman Mike seconded by Councilwoman Alley carried unanimously to appoint Jim Meighan as the Borough Voting Delegate at the annual PSAB Conference.

| PSAB ALT DELEGATE: APPOINTED |
Motion by Councilman Meighan seconded by Councilwoman Alley to appoint Ben Mike as the Borough's Alternate Voting Delegate at the annual PSAB Conference. Voting "Aye" were Councilmembers Alley, Meighan, Metz, Oliver, Pinterich, and Talanca. Voting "Nay" was Councilman Mike. Said motion was duly approved.
